Can Italian and German ships refit in Japanese Ports?

Can Italian and German ships refit in Japanese Ports? And vice versa?

As of now and because of an oversight, you can refit in Indochina when Japan controlled. It should be removed in the next patch, as Japan is set as 'uncooperative'.

But the Penang base (gift from Japan to Germany) will allow that anyway.

It would be handy if Italy could refit and upgrade as I think Japan needs support from its partners in crime. Particularly in PBEM against a serious opponent.
