Friendly Units - should I be able to use them?

If a side is Friendly with me, should I be able to move its units? (press f3 and set a course and it will follow it though the path disappears)

What about attacking with a Friendly unit? (press F1 and select an enemy unit and it will attack)

I would think not, but not sure. I figure you should be able to see what they see and share an airbase or port, but not move or attack with their units.
