What triggers USSR entry?

Fury Games has now signed with Matrix Games, and we are working together on the next Strategic Command. Will use the Slitherine PBEM++ server for asynchronous multi-player.

What triggers USSR entry?

I ask because I have been patiently building up forces for a surprise attack, and now that I am finally ready (May 29, 1941), the USSR always DOWs me first!

This has never happened before. I do note that, for the first time, I have taken Cairo before I have begun Barbarossa. Could that be it?
