Number just says 2 on map?

That's a bug, only up to strength 15 is supported. I'll amend this in the Editor.

Related to that (or not :) ). I would like to push some Commonwealth cities to level 8 supply (at least Sydney and Cairo), but I'm unsure how I can do that?

The best way to do this would be to set one of the Commonwealth resources that is connected by rail to the others to belong to the British or US, and then to make it a Supply Center. This will increase the strength and therefore supply value of the Commonwealth resources beyond 5.

The default maximum strength is 10, but this can be edited under Campaign -> Edit Country Data -> Edit Resource Data

Then choose the country, resource type, and set its Max Strength to 8.
