Import OB .csv file bug

Team, I think I found a bug. I hope it's NOT just me. If you export the OB data, either make a change or don't make a change, and then import the .CSV file, it adds an additional blank row at the top, at 0001, moving/incrementing every unit down one row. Perhaps someone else can try this so that I can rest assured it's not me. I tried this without making any changes and it happened of course after I had originally made changes and then noticed everything incremented.
