Fail Safe: Allied/Soviet Mission Bug

I just finished playing through the last mission, Fail Safe, and I noticed the nuclear forces on both sides in Europe never ended up firing at each other even though I destroyed all the targets allocated to me. I opened my save (and later the scenario) in the editor and noticed both the NATO MRBM Strike mission and the 3 Soviet ballistic missile missions have "Pre-planned targets only" checked, but they have an empty target list.
