Cannot be reequipped with first-line tac bombers, but can be assigned to day missions. Any benefit in this? Especially if IL-2 production is very low? The U2VS carries a respectable bomb load.

There is a roundabout way to get to the IL-2's with the U2-VS ;-P. So don't stop looking just yet would be my suggestion. I am sure you will find it. But having said that I have completely revised my stance on the U2-VS for 41-42. I am currently running 160 squadrons of U2-VS's right now in my game on turn 45. Not to mention I have currently have a a full Air army (80 squardrons) of IL-2's. By the end of 42 I plan on having between 160-240 IL2 squadrons. I will be maxing out my total number of air squadrons for sure soon enough.
