Movement question

When I click on Japan unit in Canton, I cannot move to the Mountain hex NW of Canton. When I click my unit a second time, I can and it costs 3 AP. What just happened there?

Same thing for the Garrison unit in Suchow: the SW hex, I cannot get into. I click the Garrison unit again, I can now get into the hex with 4AP.

If you click a second time on a unit, then if it is able to Force March, its potential movement paths will change to reflect that.

This is what is happening here, as the Force March enables you to go further than you otherwise could, but at a cost in unit morale and you will also lose the ability to attack this turn.
