Turn 10. Mar/Apr 1941. Axis #1. Japanese Supreme War Council. Planning.

The Japanese Supreme War Council as (pre) designated 3 targets (i.e., hexes) for land combat this impulse.

PDLC(1) - objective is to turn/expose the southern flank of the Nationalist defending in the South.

PDLC(2) - objective is to capture Nanyang, thus exposing Mao's southern flank in the north.

PDLC(3) - objective is to split Mao's communist army in half, achieve a breakthrough and pocket Mao and the southern half of the communist forces.

Though victory was achieved, the Japanese forces failed to achieve a breakthrough and pocket Mao and half his army. However, the communist are in trouble if they don't pull back and the weather holds.

With the pact entering into its third calendar year, garrison ratios that were sufficient last calendar year are dangerously low this year. The Soviets, who desire more or less a permanent though uneasy peace with the Japanese, will have to commit more forces in Asia on the border with Manchuria/Korea in order to achieve that aim.

You may wish to consider this rule:

Provided both major powers agree, you may re-confirm a neutrality pact during any subsequent Neutrality Pact step (this allows you to re-start the defensive garrison values at maximum effectiveness ~ see Garrison Values below).


Keeping in mind that the historical Russians and Japanese did not sign a non-aggression pact until April, 1941. And then Stalin rather famously used troops trained in Siberia, elsewhere - later in that same year.

Vyacheslav Molotov has discreetly approached Hideki Tojo about "renewing" this pact; however, the Japanese have been non-committal and to make matters worse is that the Japanese have placed all five of their pact chits into the offensive pool. The KGB has "uncovered" what the values of the chits are, so Stalin has a very good, if not exact, idea of what the pact garrison ratios are. He will likely add more troops to this region in order to keep the pact in place as long as possible. Especially with Germany's buildup on their border in Eastern Europe.
