In Combat Allocation Screen composition percentages total to 200% (default setting). It feels counter intuitive. Why not 100%?

If it was 100% then the same amount of points had to be used for these categories every time. It's not always possible, for example in small scenarios there may not be enough points to buy any armor formations, or it can be very hard to spend an exact amount of points for each category.

So, 200% gives more flexibility.

So the combat power (2880 in this case) is effectively doubled? Would 5760 Combat power with 100% scale yield the same results? Thanks.

No.

You cannot spend (total) more than 2880 points in this case.

You can spend for each categorie the percentage of what you can read there of the total, up to the total.

Your total combat power is a maximum spend.
The variable percentages allow you to alter the proportions of the different classes of units. For example, in defense you might want more Support so yu can but more ATGM, alternately you might want more AA/SAM, etc,

Okay. So points are the max and the 200 percent just allows for more nuance in the distribution. Got it. Thanks for the answers.

What's the point of it, though? It doesn't carry an information.

If it goes below 100% then there will be an error.
