Thanks for the article. I wonder why it would be deploy on ships. Does the system somehow impact the guidance systems of SSM/anti ship missiles? I could not definitely glean that from the article.

Yeah, because everyone and their dog use iron sights to shoot ships.
This tendency to parade "unconventional" weapons every other week is nothing more than budget money funnelling. The flashier the project, the more appealing it is for the ageing leader. Who in turn does not understand technicalities but is the single source of approval.

Regarding the operational use ... well you know, in counter-piracy and counter terrorist ops I can see a use for that thing. Not that you'd get sunk by a RPG in any case, but better avoid getting hit altogether, don't you think?
If you can suppress a small pirate boat before assault or a suicide boat 5km away, that's already half of your job done.
And in the case of the Russians, think of the applications next time they blockade port or intercept a small Ukrainian combattant...
Filin is also capable of “effectively suppressing” night vision tech, laser distance sensors, and even pointing systems for anti-tank missiles from a range of up to 5km, according to the manufacturer

Yeah right, but I also saw an article from them about their Mursmansk floating dock sinking back in october and the crane falling on deck of Kuznetsov, making a big hole in its flank, etc... It's not like ALL their info is completely BS, especially navy-related ones. Don't expect more objectivity than a US Navy press release, but technically speaking I don't see the difference either with our practice when it comes to introducing publicly a new weapon (how many times have you seen a USN news release telling you about a new system, and be critical of it at the same time...? ^^)
Technically there's also nothing shocking nor futuristic about fitting ships with microwave-like beam weapons. It tells much about the use they want to make of it. Again, pretty useful when you want to stop an insurgency sea-based attack or in a boarding operation (against pirates or... erm... your neighboring ex-Republic's struggling navy). Next time these ships will feature in the news, you might understand better why the targeted ship did nothing to prevent boarding...
That's legit info in that regard, as long as you discriminate between the actual info and the political analysis. Just don't take RT word for word when they comment on US healthcare, Brexit or French riots. But even in this regard, it is nothing less than the voice of Russia - which is hardly more partisan than anybody writing on any of these topics ^^

You know, technically the CIA covertly paid to divide the trade unions in France during the big strikes of 1947 and weaken French communist working base by provoking a split. Foreign influence in domestic affairs and paid-for covert propaganda existed before Facebook from both sides - in that regard, the coming of age of RT & Sputnik and their job as a tool of the Russian political agenda doesn't exactly come as big, shocking a revelation IMHO...[:o]
RT is also relaying the voice of Russian "experts" saying that yellow vests in France is just another CIA-motivated operation like other "colour" revolutions or riots - so no worries, I still have some sort of critical sense[8|]. Again, I am certainly not saying they're legit all the time. Just saying that I am more inclined to read the stuff they publish about the Russian Navy than other topics. [;)]

The definition of "good" probably requires some clarification. Pol Pot probably saw himself as a patriot and a savior of Cambodia, however horribly wrong things went under his leadership. In fact, the more inclined you are to think of yourself as being one of the "good guys," the less likely you are to actually question whether or not you really ARE a good guy...
