Nikolaev Should Be a City, not a Town

The city of Nikolaev at x86,y105 is labeled as a Town but should be labeled as a City.

Sevastopol is similarly labeled a town.

I think the separation/classification relies on the location's population, with 5 or 5+ it seems to become city.
