Narvik appears not to be sending any MPP to Germany during the winter months when some of the Norway coastal hexes through which the convoy runs are iced in. I thought the primary (only?) strategic importance of Narvik was that it enabled ore to be shipped out during the winter. Is this an intentional design choice?
