Uploading an avatar - help needed!

I'm despairing, because I can't upload an avatar. I tried many different pictures, the sizes are much below the limit. I always get the message: "Uploaded image exceeds the dimension limit"
How do I know the original dimensions of a picture? How can I resize the dimensions without getting only an unrecognizable piece of the original?
Programs I have are Paint and Paint 3D.
What program do I need?

I'm sure you can do it in Paint, but I use Gimp so I can't tell you how. The avatar needs to be 145x145 pixels. Crop off anything superfluous so you end up with a square of equal sides then resize it. If what you end up with is too small to make out but you still want it, try putting it in your signature instead. Someone will be along who knows Paint if you can't figure it out.
