Ok, I finally understand what is happening but I think it could be better explained in the manual similar to my comments about the procedure for changing your offensive orders using the O key and the clearing of minefields by engineers. I think the manual should be revised to read something like this:

Friendly units that start the planning phase adjacent to an enemy occupied hex can initiate a set piece battle by moving in to that hex. A red arrow will appear and you can change the intensity of this attack by moving your cursor over the hex being attacked and hitting the O key to choose the intensity. This attack will be resolved before planned moves by either side takes place.

The WEGO system in Combat Mission is a little different but again it is tactical scale and each turn is 60 seconds of real time. Your game is I believe the first WEGO game at this scale and offers a much different experience than the standard IGOUGO games.
