GG's WitW Problem with Displaying Victory Point Cities

When I go to the Map Information tab and I select the Pennant (Toggle Victory Locations on/off), I do not see any change on the map. Since I can't see any changes, I of course can't be sure that any particular city is a victory city, but neither Paris nor Berlin shows any change that I can see, and I assume that at least one of those is a victory city.

I am running a Windows 10 machine with the latest version of the game. I am playing the 1944-45 Campaign with the D-Day start date. I have had the problem at the very start of the scenario and much later.

Also, is there some other place that lists the victory locations besides the toggle? (I apologize in advance if this information is in the manual.)

In the basic campaign scoring system, all cities count toward city points (shown on the Victory screen, v hotkey). The flags on map were originally intended for the non-campaign scenarios where only a handful of cities score points. After release, we added the Option City VP rule that can be toggled on in the options screen (we suggest players use it). When this option is being used, a list of special cities is shown in the victory screen, and these cities have flags shown on the map.
All understanding comes after the fact.
