The US chooses to add a chit to the Japanese entry pool and draws a 4-chit. The US waiting to get the necessary entry levels for, "Pass War Appropriations Bill" forgo selecting any other options. If they draw a 4-chit or higher (26% chance) next turn (German/Italy) pool then they'll have the necessary levels.
