If you were to right click on the target unit you should be presented with a smaller submenu that will give the option: "entire group" choose entire group and they will all move to the destination hex.

That moves a stack, not a formation.

Good catch Bob. I neglected to read the post close enough to discern the real question being asked. I've been known to stack the units of an individual formation in the same hex, hopefully on a rail hex, to facilitate moving them as a group when they move.

Yeah you're right, only stacks. But better way to move entire for actions to prepare it for new theatre?

I don't understand what you're asking. Can you rephrase it?

If I was you I'd move those units close to the coast to a port and move them by ship instead of rail because you may not have enough rail cap to move very much by train. And moving the formations by rail is a good idea, it'll save the strength of the unit, which if they had to march there instead they would be using up their supply and operational readiness. Moving them by rail is by far the best way to move them. Some of the HQ units can be flown to a friendly airfield near where they will eventually end up. Use all the different ways you can move them except marching. Rail, sea, and air. The idea is to move as many units as possible without marching them.

So there's no way to order a HQ entire formation to move it same time. Scenarios like WW2 it's a pain.

If the entire formation is in the same hex you can order it to move as a group. As far as I know that's the only way.

Can you have the PO do it?

That sounds like a really good idea. Especially for large scenarios like D21.

Yes, for situations like this the PO would be the best option.

I posted a while back another suggestion that the game should have a "Formation Move" option on the right-click menu, and would apply to stacked units of the same formation. This would be a huge time-saver when moving formations along the same route. Often you end up with many different formations occupying the same stack, and it would really help to be able to say "move all units of the current formation from the selected stack to here".

Didn't get any response though... [>:]
