How does Civil War II difer from it's predecessor?

Civil War 2 is the definitive grand strategy game of the period. It is a turn based regional game with an emphasis on playability and historical accuracy. It is built on the renowned AGE game engine, with a modern and intuitive interface that makes it easy to learn yet hard to master.
This historical operational strategy game with a simultaneous turn-based engine (WEGO system) that places players at the head of the USA or CSA during the American Civil War (1861-1865).

Besides a larger map area (and prettier map), more officers now, etc.,....

Does this game play differently than it's predecessor - American Civil War The Blue and the Gray?
Can Battles be managed by choosing tactics now as in Wars of Napoleon - for example?
Do you still have the same control over building forces? expanding infrastructure? political policies enacted? etc as you did in American Civil War The Blue and the Gray?

In short, is Civil War II the same game, just expanded in area, with a prettier map?
Or is it a very different game - with some additions along with things you can no longer do?
