USA AI mpp hoarding

So I started a game vs axis AI but I chose to control only the UK, the rest of the allied powers were entrusted to the AI
Noticed something funny: USA AI is hoarding mpps like there is some nuclear war coming ^^ USA got over 1500 mpps stashed and it is half past 1940 already. Is this something the AI is supposed to do or just a buggy behaviour? Note: I have the 1.15 game installed

sorry hubert, i accidentally deleted the save games

But I started another game, same settings, and this time, USA makes use of each and every mpp available every turn (even reinforcing some units during first turn )

I will make sure to send you a save game if I encounter that behaviour again.
