Overall, a very informative article. But I was wondering if these guys are modeled in Command?

yes. they provide a countermeasure roll, like chaff.

Thanks Cik. What is a countermeasure roll? Is that like a die roll? I see you can lay chaff. But I don't see a command for decoys. Are they abstracted via chaff? Decoys seem to have a lot capabilities, some top secret I bet. So I can understand why they might not be modeled completely.

Towed decoys are used automatically (just like chaff or flares when defending against missiles) and they don't require any action from the player.

There is no command. It's another layer of RNG that can defeat the missile in it's terminal calculation - same as chaff and DECM. You can try it with Eurofighter or F-16I (the 2020 one added with the latest DB) - they have towed decoys for sure and you can check how they work in the log (when the aircraft gets attacked).
