Neutral US Using Own Convoys to Ship Lend Lease

I'm confused as to whether or not this is correct. But, the US, who is still neutral, is able to ship 3 BP's of Lend Lease to Free France using their own convoys without having chosen US entry option 32, "US refutes Naval war zones".

I'm playing with the public beta version 2.9.5.
