Can't merge airborne units. Need help.

Can't merge airborne units. Need help.

I'm playing the 43-45 Campaign. I want to cancel the airborne drops that are already setup and merge the units of the 1st BR Airborne Division into 1 combined unit and the units of the 81st US Airborne Division into a separate combined unit. The game says that that "No units in the hex may be merged". I should be able to merge them and I'm not sure what I'm doing wrong. Any ideas as to what I'm doing wrong?
The enemy invariably attacks on one of two occasions: 1. When you're ready for them. 2. When you're not ready for them.

You are probably using the wrong button. The button to reform a division is called "breakdown/build-up units" shortcut B and can be found right next to the build a fort button. The merge function serves to fusion 2 depleted units (eg 2 divisions) into 1 strong unit.
