I opened up the file I sent and I am able to move the reserve units that were not located in city initially.

I think there is some confusion here. "Reserve" has a specific meaning in WiF. A reserve unit is a unit that is received as a reinforcement when its country goes to war with a major power. The French and British get theirs on impulse two, and the Germans on impulse three. There may be other units to place (Poland sets up impulse one, for example), but those are not reserves.
I thought I knew how to play this game....

Don't German reserves also come in on impulse 2, when the allies DOW?

I am playing just the Barbarossa scenario to learn how MWiF works and to refresh my memory on World in Flames. My opponent is just brand new to the game. I learned how to play WiF thru this scenario.

Ah! OK, then you do have reserves on the first impulse. I am so used to global war, I forgot about anything else. My apologies.

I hope you aren't using the quick start Barbarossa, because the Russian set up in that is awful.

I am not using the quick start on Barbarossa scenario. I have read the posts a while back that they are not a good set up. The Russian set up his units and then I set up mine as Germany. He is going to work on setting up the reserves today. I placed them on the map and he just has to place them where he wants them. Thanks for all the responses. I will most likely have more question as I play this.

If you have questions, please ask. There are many players who can provide answers.

You might want to take a glance at the WIF School sub-forum. We created that sub-forum just for new players to post their questions. It contains a ton of Q & A about things new players found confusing.
