Will i get penalty if i move when an enemy unit is next to me?

The sequel of the legendary wargame with a complete graphics and interface overhaul, major new gameplay and design features such as full naval combat modelling, improved supply handling, numerous increases to scenario parameters to better support large scenarios, and integrated PBEM++.

Will i get penalty if i move when an enemy unit is next to me?

I have 2 questions about movement

1. Why do some of my units die when i move it, i saw some equipments and soldiers decreased in the unit report.

2. If i move a unit that is next to an enemy unit will there be penalty? What if i move my unit to another hex that is also next to the enemy unit, does that count as withdrawing and i will get withdrawal penalties? Or what if i move past an enemy unit, will i also get penalty?
