less expensive amphibious transports ?

My ijn snlf costs 56 mpps to load into amphibious transports. That cost has not gone down despite the fact my research for amphibious is now at 3. I don't see that logistics research says it lower amphibious transports.
Is there anyway to lower the cost for amphibious transports?
