What happens to the Finland Supplies?

I noticed that Finland starts Barbarossa with a 5-level-supply in the main cities/towns, but then, there is some trigger that improve the situation, increasing the level up to 8. Could it be the fall of Leningrad of something else that I haven't been able to identify.

I found nothing nor in the manual nor in the guides : someone has more info about it ?

Not sure, would like to study out the Finnish situation. There's couple scripts, some interesting missions to conduct, and of course the Leningrad lockdown. Typically, Finland is low on the priority list. When they join Axis, leaning to believe it's based on "how far Axis" have entered in distance.

If Finland has a rail connection to Germany via Leningrad then its resource strength will rise, could that be it?
