1.16 - Reinforcing/upgrading units

1.16 - Reinforcing/upgrading units

I tried a Hotseat game (1939) and noticed I could not reinforce units, replace their losses or upgrade them- right mouse button doesn't work. I read through the update changes but couldn't find any change to this.

comments... suggestions?

Check your options to enable this. the upgrade unchecked this for me!
