Maybe not so much for some future release unless it's WW1 (God yes please). However this would be great for modders, thinking WW1, Steampunk and Perturbo (get got his name wrong).

Wouldn't be much fun seeing the guys moving with one km/h because of the full NBC kit [:D]

Not sure if chemicals are used tactically at the games scale or if it would be more of a strategic decision. I guess units would basically take some casualties but overall just act much slower which while realistic might not make for a fun scenario.

Since most modern combat units would go into combat prepared for chemical warfare neither side would gain a huge advantage unless they were very unprepared reservists perhaps.

I like the idea of implementing it but doubt it would really make a huge difference other than slowing things down.

Presumably chemicals tilt the balance in favour of A. The defender B. Better trained and equipped troops ?
