It involves several steps but yes, you can. In the SPWAW folder on your START menu, there's a program called ShpED...launch it and read the help file. Be sure to make a back-up copy of your SHP files first (or at least the ones you plan to change).

Next question...
What is the relation between the SHP file, the SHP image, and the Icon number?
I want to add some of my own modified SHPs, but I can't figure out which SHP file to use or what Icon number equates to the SHP number.[&:]

Anyone out there with an answer??

That depends: are you referring to the unit icons (IconXXX.shp) or the terrain icons (TerXXXzz.shp)?
Adding your own unit icons is trickier...you need to overwrite an existing icon since the game engine won't recognize any 'added' shp's. If you look in your
SHP folder you'll see some text files (if you have v8.0, they're in the 'text notes' folder) named Icon Data List: these will tell you where the various unit icons are located within the shp's.

Here's an example (attached image is Icon0251.shp):
{25100,25101}, //884.Stuart VI
The first number is for the vehicle's hull: Icon0251.shp, icon 00
The second is for its turret: Icon0251.shp, icon 01 (P_ERROR means it has no turret)
The number after the '//' is the one you enter in the OOB editor to have this icon display for the vehicle you're editing.

There are some 'tricky' aspects too:
-if you open the SHP file I used in my example, you'll discover there's an 'old' SP3 icon (one of the green 'generic' tanks) in the icon-00 slot. SPWAW ignores this icon when 'counting', and [/i]sees the second icon as '00'.
-SPWAW considers the first icon in an SHP file as '00', but when you open one using ShpEd it 'starts' at one.
