Retrieving Screen Layout on loading a saved game

Minor annoyance, perhaps easy fix.

I believe the game is supposed to retrieve the screen layout used with the saved game when it is reloaded. It does fine with this except that on first loading a game, it refuses to enable the Toggle the Units in Hex window. After the game is loaded I can manually retrieve the saved screen layout and it is appropriately enabled. Seems like it may just be a minor issue in the startup sequence for loading a game.
