Civilians given a mission, but don't move.

I am using v1.15 build 1009.27.14 and have posted a save of a test scenario. The plane, the Seals, the Marines, and the civilians all have been given a patrol mission. They all go about their business except the civilians. Any thoughts?

Umm... Looks like civilians never obey waypoints [&:].
