Mod Help Request

I'm working on a Mod that alters the days per turn. There are innumerable play balance problems that come up, some of which are easily addressed, others are not.

One of the problems I'm having is that the USSR, normally,gradually moves towards the Allies diplomatically in 1941. This seems to be linked to a per turn switch. But in my Mod, with more turns, the USSR is entering the war BEFORE 22 June 1941!

I've gone through every spot I can find in the editor looking for that starting "Allied alignment number of 25%," or the process that moves the USSR towards the Allies incrementally in 1941.

Does anyone know where that initial 25% alignment number is located?
