Unloading Vichy Fr to Sengal

Earlier in the game the Vichy French (neutral) moved a transport with the Sengal MIL over to the Cape Verde Basin. During this impulse the Germans took a land (Vichy created by Germany, so they use German activities). I was not given the opportunity of unloading the MIL to Dakar. Is this correct. Here is an image.

In the attached zip file are the two appropriate auto saves. The first is at the beginning of the the debark phase. Vichy does not show as a major power with an activity during this phase. The second is at the preceding land move phase. Just close the It, JP, and Ge land moves and then you get to the previous debark phase.

Since it is a Sen. MIL, it should be able to land at Dakar.

I am curious to know if the French TRS can move or return to base to Dakar. If it can't, then there is a problem with the foreign troop commitment rules. If it can, then I don't know what is going on.
I thought I knew how to play this game....

Yes, I continued with the game and returned to base to Dakar at the final return to base phase. No issue there.

After opening the Land Movement saved file the Vichy flag is not lit. Did you already end the VF movement phase?

Paul - VF is neutral with everyone. Is the Mil even supposed to be on the map?

No. A MIL can only be on the map when Vichy is at war...

No, that is the way it started the land movement phase. It stay unlit through to the debarkation phase as well. If you go to GE and then cycle through the units, you can move the Vichy units then. They seem to be part of the GE linked list for movement.

No. A MIL can only be on the map when Vichy is at war...
It is a Senegalese unit that somehow slipped through the Vichyfication process. I t should have gone to the force pool. I suspect the French player had transported it to France before France fell.

That is correct, it was in France when Vichy was declared.
