USSR Call Out Sian MIL Reserve

The situation is that the communist Chinese recaptured Sian from the Japanese last allied impulse. It's now the axis DOW phase of the next impulse. After you click ok on the current form, the USSR is given the option of calling out and placing on the map the Sian MIL.

What had happened to the Sian Militia prior to this?

This is a bug:

RAW:

MIL must be placed in the city or port named on the counter. If you
lose control of the city or port, then whenever the unit is in the force
pool, remove it from the game instead. If you retake the city, put the
unit back in your force pool.


Only if the unit is shattered, the unit can arrive in the reïnforcement phase after you've taken control of the city:

RAW:

If the result includes an ‘S’ (shatter) or a ‘B’ (breakthrough), put each
surviving defending land unit on the production circle if it could have
retreated. These units will arrive as reinforcements next turn.


And:

RAW:

If you can’t fit a unit into any city, put it back on the
production circle to arrive in the next turn.

It was destroyed the turn before Sian was captured, rebuilt but couldn't be placed on the map due to lack of space. It was in the allied production queue when the Japanese captured Sian.

Which than means that since the unit was not in the force pool at the time the city was captured, it is due to arrive in the reinforcement phase following the turn that you recaptured the city according to RAW.

So, it looks like the program handled this correctly.

Not really. The USSR places it as it controls the Commies. However, it is not supposed to come via optional placement of Reserves. (post #1)

Mind you - the net effect works.

Except that it the unit was received as a reinforcement a turn early. It shouldn't arrive until the reinforcement phase of the next turn. Suppose the Japaneses recaptures Sian in a later impulse of the same turn? Then the MIL would be on the map when it shouldn't be.
I thought I knew how to play this game....

True in this case. If the turn had ended before the Japanese impulse, it would not matter.
