In 3R, the side with the most points went first. Which meant, in some situations, you can organise that you have 2 turns in a row!
Who first in any turn?

Axis always go first but in WarPlan it really doesn't matter as things happen on your turn anyways.

Each turn resupplies your units, does production, allows you to deploy units, then the other side does the same.

Games in which a side can have a double turn increase the complexity and variance of the game itself. Players now have to think about if they will be double moved. This is something I don't want player to worry about.

If you ever played World in Flames you can have a situation on a front line of just 5 hexes across where it takes you 15m to decide what to ground strike, what air to rebase, and how to rotate and perfectly place every land unit on that front line to be sure you can't be destroyed by a double move. I know because I just had to do it in my Saturday game [:'(]

The big key to land combat found so far in Beta testing is how much to push your units before they get exhausted and to lure the opponent into such a position to counter attack.
