unit quality and research chits

I finally purchased War in Europe, having actually played World at War before it. I was kind of surprised at some of the differences War in Europe had, particularly with regards to the Soviets. Their infantry seemed to be lower quality (e.g. corps and army units) while costing less and requiring upgrades, which they have 3 levels as opposed to 2 for everyone else. Research allows 1 chit for techs such as for infantry weapons and spying intelligence. This is quite different from World at War which seems to have the units more standardized and research chits don't seem to have special rules applied (at least not yet).

For this WW1 game:

1) Will there to be any country with distinct systems of unit quality/cost like the Soviets have in War in Europe? Or would this be more so simply reflected in the starting tech disparity for the countries like World at War does it?
2) Will chits for any particular techs prevent countries bumrushing stuff like infantry weapons or some other vital tech?

1) I'm currently leaning towards the latter, but in more ways than in either WWII game. I don't want to go into any details at the moment as a) it would take me a while to type it all up and b) it's likely to change when it makes first contact with testers.
