Can't rebuild romanian railway after Romania surrender

Hello! I play grand campaign as USSR, in October 1941 I captured Buharest and Romania surrendered. But right now even in Dec 1941 I can't rebuild it's damaged railways, even when Army Corps HQ with RR Construction brigade is near or inside romanian territory. That's why I already 2 monthes can't advance to Budapest, because I have very low supply level for troops there. There are no enemy troops nearby but RR brigades don't go out and rebuilt railway.
I think its because game logic rebuilds railway on enemy territory or your country territory. And Romania is kind of allied country, that's why rebuild logic doesn't work there. What do you advise to do in such situation?

Actually it is a deliberate nerf that Soviet automatic rail repair does not work that early in 1941. That should be true in the Soviet union as well I believe.

In the Soviet union this RR brigades go out, but rather seldom. In the manual it's written that RR troops don't repair railway when enemy is within 5 hexes (this rule is for time before Dec 1941). But nothing is about my romanian case.
