Diplomacy and Trade

After watching every video I can find multiple times and reading every post ever written I feel like I will be able to jump right in after release. The only functions that I am not clear about and have seen next to nothing on is diplomacy. In planning my Axis strategy while waiting for release two critical questions come to mind. Do the Soviets supply oil and metals to Germany until the invasion? The one screen I have seen only shows Sweden and Turkey shipping goods to Germany.

The other question is can Germany influence Spain in order to get basing rights on the Spanish mainland in order to facilitate an attack on Gibraltar and/or to gain the Blue Division to send to Russia?

Yea the Soviets supply Germany with goods till they are at war.

WarPlan is not intended to have diplomacy since it is a wargame. But it does have a diplomacy funtion.

Each major country has an influence level. The higher the level the more it influences other countries or resists being influenced.

Each country has a loyalty side (Axis, Allies) and which alliance (Axis, Allies, Neutral) it is part of.
Each country has a loyalty level 0-100. Once loyalty reaches 100 they join the alliance of their loyalty.

Each Major power intermittently influence points based on their economic strength. No more than 5 points can be accumulated at once.

Each Major power can use these points to influence another country to their side. The closer the target country is to joining an alliance the easier it is to influence them.

If you influence a country below 0 entry their loyalty flips. Axis become Allies, Allies become Axis.

Each Major power can use influence points to intimidate a country. This is a high risk high reward action with a small chance of success but shifts a country a large amount in your favor if it succeeds or in the other direction if it doesn't. The chance of success is small.

There are conditions in which countries will naturally join a side based on historical events.

For example if the Germans start invading England and succeed Spanish entry starts creeping up to join the Axis.

If Baku is taken Turkey will join the Axis.

I included the diplomacy section as part of WarPlan because players like it. But the scenarios included are meant to be played without it.

Diplomacy is just too much of a wild variable in a game that makes it hard to balance.

Thanks for the answer. I didn't expect there to be a detailed and highly variable diplomatic system so this all sounds quite fine for a war between two alliances. I was mainly just thinking ahead for my first game as the Axis and what my options might be with Spain without an actual full alliance. I think I also read that Spain will join the Axis if Germany captures Gibraltar. The problem is that in order to capture Gibraltar the Germans will almost certainly need Spanish cooperation. Why must everything be so difficult!
