japan has activated the home guard

can someone please tell me what that does exactly?

I am in my first mp game....actually my first game ever....I have moved a naval unit close to japan and I got the message that Japan has activated the home guard.
what does that mean, and what will happen now?

I am assuming that it means that they will get a bunch of garrison units for free? does their production go down or anything?

I guess you are playing the yanks? Yes, the Japs get a bunch of infantry units, 5 I think, although to begin with they have only 3 strength points and need to be reinforced if more than that is required.
