Supply bug?

Soviet army in Odessa, cut off from rest of USSR. Port is controlled by Allies and shows 5 supply. Yet, the army is at 2 supply, and I can only reinforce to strength 5. I would think the unit would be at 5 supply due to the port, not 2 supply, which appears to be drawing only from the city. WAD?

Is there an Axis naval unit outside the port? If so that could explain the unit's supply issue.

As to reinforcing it, any unit that is surrounded on all available land hexes can only be reinforced to a maximum strength of 5. Best to evacuate it and (possibly) send in another to take its place.

There was no Axis naval unit within spotting range of the port, and the port's supply value was 5 as per the map. Yet, the adjacent unit in Odessa only had a supply of 2. So it appears that the unit was drawing supply only from the city, not the port. Also, the same thing happened in a subsequent turn in Riga - port at supply 5, but the unit in Riga only had supply 4, i.e., the supply value of the city. This makes a difference, for the reason among others that I won't be able to build those units back at reduced cost in future turns.

Just wondering if you have had a chance to look at this - the units did not draw any supply from the adjacent port, despite the fact that there is no apparent reason they should not have been able to do so. They drew supply only from the city/town in which they were located, which was at a lower supply than the port.

Will do. We've moved on in the game so if you can't see prior turns nothing to see. Thanks Hubert.

Would be interesting to see if you could reproduce the issue - just surround Riga or Odessa or some other port city, reduce the city, leave the port alone and see what happens to unit supply. It should remain at 5, drawing from the port, right? If it doesn't, there's an issue.
