what is the impact of no UK HQ on the control and fate of the remaining BEF force?

No more CW units can enter France unless Wavell goes into France to allow it (FTC - Foreign Troop Commitment rule). Also it looks like supply may be cut in North Sea since it can no longer flow along rails to west coast of France and into BoB (Bay of Biscay).
