Where is the "freeware database"?

Last month nikolas mention several additional nations were already included in the "freeware database", but I'm not finding it. Where is it located and is it actually called the "freeware database"?

Freeware database is not compatible with new game versions, and that piece of software is not supported anymore officially. It is also limited to 1987 only.
