At Start is it normal to have units mixed up?

Feeling my way forward with this seeking to know what I'm doing. Just put together a tiny mission at NTC to get a feel for things. Was startled to see all my units were mixed up kinda just dumped. Had to unmix them so I could then actually set them in starting positions.

Is this mixing normal or did I do something wrong?

normal, i just grab the flags and separate them before i place them where i want.
