Partisans Questions

1. I notice that when I press the "P" key...two different partisan icons show up...a P and a P with a jagged line underneath. What's the difference?

2. As an Axis player deep into Russia in May 1942, there are a ton of P's everywhere! What is the best strategy to handle and deal with all the possible partisan activity as the campaign progresses?

The P without the slash indicates where a physical Partisan combat unit might form. The ones with a slash will just potential reduce the (nearby) resource/town.
