General Stillwell for US forces

Their is a decision event for the US that asks if the US wants to send General Stillwell to China to command forces there.
The decision seems to indicate that if the US doesn't send Stillwell to China then he will show up in the US.

He doesn't seem to show up if not sent to China.

I think this happened in the previous versions of the game too.

Does Stillwell just not show up if not sent to China?
