In effect you do - you can only make US PTs at a non-US base if you bring in a TF with at least 20K supply that was loaded in the US. IIRC, the PTs are made in batches of 12, and then if you try to make another batch, a check is made to see if there is still over 20K supply in the TF.ORIGINAL: RangerJoe
US supplies should enable US PT boats to be built. How the game keeps track of that, I do not know. At least we don't have to have tankers carry them from the US.

As for the subs, make some good ASW TFs with good naval and moderate aggression, maybe in a wedge formation even. Then follow them. Don't forget night naval search to keep the detection levels up.
