Amphibious transport in Vladivostok

In Vladivostok, when my Amphibious transport generate, it is in inland lake, not in the sea.

It looks like if you are trying to embark from 205,48 then this is possible, better to embark from elsewhere along the coast with your Japanese SF to ensure it will launch in the sea.
