BUG? 7th Yokosuka SNLF at Kwajalein

The 7th Yokosuka SNLF japanese unit that appears at Kwajalein in August 1941 always does so with no upgrades while all the other SNLF units do, is it a bug or working as intended?

Bumping this back up, would really like an answer as this is usually the unit I send to capture Guadalcanal and sometimes I forget to upgrade it before I do [:D]

I've had a look at the scripts but there is no script to deploy a Japanese land unit at Kwajalein, so I am a bit confused as to how it got there.

Do you know exactly how it got there, and was it at strength 8 or have you reinforced it?

Also, has the AI been controlling the Japanese at all?

Bill, this unit appears every time I play the Axis (no AI control at all), same spot same date as part of the last batch of SNFL units the Japanese receive. Also the screenshot was taken just after it popped at strength 8, no reinforcement.

If it helps, this unit appears in the Japanese production queue from turn 1 on.
