Automatic Upgrades & Minors

I have looked but not found this in the manual (it could, of course be lurking there). Does a minor unit benefit from its majors Automatic Upgrades; i.e. does a Rumanian army have the same stats as a German Army?

I assume this to be the case and are playing with the idea of reducing all minor units allowable strength. Any thoughts on that?

They can be set to apply to Minors if desired, and some of them do.
